The short answer: most sailors reporting to Naval Station Norfolk end up in one of five areas — Ocean View, Bel Aire/South Bayview, Larchmont, Colonial Place or Ghent — all within about 5–15 minutes of a gate. With 2026 BAH at $2,430/month for an E-5 with dependents, a purchase is realistic in most of them. The variable that catches people out is not price or commute. It’s flood zone, which changes block by block and can add hundreds a month that never shows up in the listing.

2026 BAH at Naval Station Norfolk

Naval Station Norfolk sits in the Norfolk/Portsmouth Military Housing Area, which also covers NAS Oceana, Dam Neck and Little Creek — so these figures hold whether you’re reporting to the pier or across the water.

RankWith dependentsWithout dependents
E-4$2,229$1,707
E-5$2,430$1,908
E-6$2,559—
E-7$2,604$2,235
O-1$2,454$2,022
O-2$2,556$2,367
O-3$2,694—

2026 rates, Norfolk/Portsmouth MHA. Third-party BAH tables disagree on some O-1E and O-2E figures, so confirm your own rate against the official DoD BAH calculator before you build a budget around it. I’d rather you check than take my word for it.

What that buys you

An E-5 with dependents at $2,430 is not the same as a $2,430 mortgage payment. Taxes, insurance and — in much of Norfolk — flood insurance come out of the same number. A useful rule on a VA loan with no down payment: work backwards from BAH, subtract a realistic flood premium for the specific property, and whatever’s left is your actual principal, interest, tax and insurance budget. On a lot of Norfolk blocks that difference is $150–$300 a month.

Gates and what they do to your commute

Commute to Naval Station Norfolk is a gate question, not a mileage question. Two homes the same distance from the base can differ by twenty minutes depending on which gate they feed into and when you report.

🔓

Gate 2 — Hampton Boulevard

Open 24 hours with pedestrian access. The reliable one. Feeds from Hampton Blvd, so it suits Larchmont, Colonial Place and the Old Dominion side.

🚗

Gate 3A — off I-564

The interstate gate, and the one most people default to. Runs around the clock under the current hours. Best from the east and from Virginia Beach.

⏰

Gate 5 and the rest

Restricted hours, and several close on weekends and federal holidays. Sources disagree on Gate 5’s exact inbound and outbound windows — verify before you plan a commute around it.

Gate hours changed in March 2026 and adjust with installation population and traffic. Check the Commander, Navy Region Mid-Atlantic gate-hours page for the current schedule — including before you trust this page.

What I tell every client: before you write an offer, drive from the house to your gate at the time you’ll actually report. Not at 10am on a Saturday during your house-hunting trip. I-564 at 0600 is a different road than I-564 at noon, and no listing description will tell you that.

Neighborhoods by ZIP code

Ocean View — 23503

Roughly 5–15 minutes to a gate. Bayfront, beach-cottage stock, and the shortest commute on this list. Popular with junior enlisted and young families. The trade-off is that it’s coastal — flood zone matters here more than anywhere else on this page.

Bel Aire / South Bayview — 23518

About 3 miles out. Quieter and often better value per square foot than Ocean View, with much of the same commute advantage. Worth a look if Ocean View prices stretch past your BAH.

Larchmont — 23505 / 23508

Around 10 minutes. Tree-lined, older homes with character, near Old Dominion. Strong resale. Flood insurance here varies sharply street to street — two homes a few blocks apart can carry very different premiums.

Colonial Place & Riverpoint

Roughly 10–15 minutes. Waterfront-adjacent, established, good middle ground between the Ocean View commute and Ghent’s walkability. Tidal flooding has been an issue in parts.

Ghent & West Ghent — 23517

About 15 minutes. Historic, walkable, restaurants and the Chrysler Museum. The pick for people who want a city feel rather than a subdivision. Some of the oldest housing stock in the city, so inspections earn their fee.

Worth considering further out

If your commute tolerance is 25–30 minutes, Chesapeake and the western side of Virginia Beach open up newer construction and larger lots for the same money. Several of my clients have made that trade deliberately.

Commute figures are off-peak estimates drawn from local relocation guides and my own clients’ drives, not a traffic study. ZIP boundaries don’t follow neighborhood names neatly — Larchmont addresses appear in both 23505 and 23508. Confirm the ZIP on the specific property.

The flood zone conversation nobody has early enough

This is the part of a Norfolk PCS that costs people money, and it almost never comes up until the lender asks for it.

📄

It’s required, not optional

If the home is in a FEMA high-risk zone and you’re using a federally backed mortgage — and a VA loan is federally backed — flood insurance is mandatory. It is not a line item you can decline to make the numbers work.

📏

It changes block by block

Norfolk runs Zone AE, Zone VE and Zone X across short distances. Two Larchmont homes a few streets apart can carry very different annual premiums. Neighborhood-level advice is not good enough here; you need the parcel.

⏱

NFIP takes 30 days

A new National Flood Insurance Program policy has a 30-day waiting period before it takes effect. On a compressed PCS timeline that can become the thing that moves your closing date, so we start it early.

Standard homeowners insurance does not cover flood damage. Verify any specific parcel against the City of Norfolk’s flood tool and FEMA’s maps, and get a real quote rather than an estimate — I’ll help you pull both. Federal NFIP availability has been disrupted before; check current status with your lender.

A realistic PCS timeline

📆

60–90 days out

Get VA loan pre-approval and your Certificate of Eligibility. Decide buy vs. rent honestly. Start watching the ZIP codes above so you know what normal looks like before you’re under pressure.

🔍

30–60 days out

House-hunting leave if you get it, or video walkthroughs if you don’t. Drive the commute at report time. Pull flood zone on anything you’re serious about — before the offer, not after.

🔑

Under 30 days

Tight but doable. VA appraisals in Hampton Roads move reasonably. Remote online notarization means you don’t have to be in Virginia to close. The 30-day NFIP clock is usually the binding constraint.

Why work with me on a Norfolk PCS

I hold the Military Relocation Professional (MRP) certification and the Accredited Buyer’s Representative (ABR®) designation, and I was named to the 2026 Peninsula Real Producers Top 300 for Hampton Roads. More useful than any of that: I’ve run this specific move enough times to know which questions cost money if you ask them late.

I don’t push. If the honest answer is that you should rent for this tour, I’ll tell you that — it costs me a commission and saves you a bad decision.

Frequently asked questions

How long is the commute to Naval Station Norfolk from nearby neighborhoods?

From Ocean View (23503) and Bel Aire/South Bayview (23518) you are typically 5–15 minutes from a gate. Larchmont (23505/23508) and Colonial Place run roughly 10–15 minutes, and Ghent (23517) around 15. Those are off-peak figures. The number that actually matters is your commute at your report time through your gate, which is why I tell clients to drive it once at 0600 before they commit.

What is BAH at Naval Station Norfolk for 2026?

Naval Station Norfolk falls in the Norfolk/Portsmouth MHA. For 2026 with dependents, an E-4 receives $2,229, an E-5 $2,430, an E-6 $2,559, an E-7 $2,604, an O-1 $2,454, an O-2 $2,556 and an O-3 $2,694. Without dependents, an E-4 receives $1,707, an E-5 $1,908, an E-7 $2,235, an O-1 $2,022 and an O-2 $2,367. Always confirm your own figure against the official DoD BAH calculator before you budget.

Which gates at Naval Station Norfolk are open 24 hours?

Gate 2 on Hampton Boulevard and Gate 3A off I-564 have operated around the clock under the gate hours that took effect in March 2026, while several other gates close on weekends and federal holidays. Gate hours change with installation population and traffic, so check the official Navy Region Mid-Atlantic gate-hours page before you rely on any schedule — including this one.

Do I need flood insurance near Naval Station Norfolk?

Often yes, and it varies block by block rather than neighborhood by neighborhood. If a home sits in a FEMA high-risk zone and you are using a federally backed mortgage — which includes VA loans — flood insurance is required. Two homes a few streets apart in Larchmont can carry very different premiums. Standard homeowners insurance does not cover flood, and an NFIP policy takes 30 days to take effect, which matters on a PCS timeline.

Can I buy a house near Naval Station Norfolk without visiting first?

Yes, and it is common on short-notice orders. I run video walkthroughs on the buyer's schedule including overseas time zones, send unedited phone footage rather than listing photos, and handle inspections and appraisal access in person. Virginia allows remote online notarization, so most of the closing can be done from wherever you are.

Should I buy or rent when I PCS to Norfolk?

It depends on your orders length and your tolerance for being a landlord. A three-year set of orders with a VA loan and no down payment often favors buying. A one-year unaccompanied tour usually does not. The honest math includes closing costs, what the house would rent for if you PCS again, and whether you could carry it empty for two months. I will walk through that with you before you commit either way.

Tell me your report date, your gate and your BAH, and I’ll tell you honestly what’s realistic — including whether buying makes sense for this set of orders at all.
